IIRC, Bugzilla does it this way too. When you edit multiple, you get a
check box by each ticket in the list so you can select the ones to edit,
and the standard properties at the bottom so if you change a property such
as component or milestone, it applies to all selected tickets. (Can't
provide screen shot as don't have a bugzilla installation up and running
any more since moving to trac)
