#3448: Milestone encoding problem

There is some strange bug in milestones those name is not ASCII. When you
use non-ascii characters in milestone name you can't edit milestone --
"Milestone ???»?°??+21+??N??»N?+-+3+?°????N?N?N??° does not exist."
message is shown. Strange is what you can see the milestone content
(tickets in it) although in this case URL is also contains milestone name
-- but here it is interpreted correctly. Bug is reproducable on Trac0.9.6,
running under Apache 2.2. If I run same trac configuration under trac
standalone server all going right.
