#3492: Default options for Revision Log in trac.ini

As far as I'm aware, TracRevisionLog allows some view options (like "Show
full log messages") but does not allow configuration of defaults for these
options.
I do not like some of the defaults and would like to change that, so I
suggest a configuration section in trac.ini.
