Totally shocking that a system could allow random people
to delete others from the CC list. Would it work to just
remove TICKET_MODIFY from anonymous. What would be the problem
with that? Then the person has to contact the project leader
for a login. The leader could assign the new user to a class
with appropriate permissions.
