Using an absolute path for the skeleton directory doesn't work on my machine :

D:\PLAN>svn import D:/PLAN/skeleton file:///D:/PLAN/svnenv -m 'test'
svn: Unable to open an ra_local session to URL
svn: Unable to open repository 'file:///D:/PLAN/svnenv'

Try fwd slash + absolute path. Works on my XP machine.

svn import d:/skeleton file:///repos/myproject -m "init"
