Is there a way to allow the source code to a wiki page to be visible to
users without WIKI_MODIFY privs? I was thinking of possibly a macro that
just inserted inline with {{{ separation, but I know squat about where to
start (pull the raw page out of the DB maybe?).

Basically, we want to have a read-only template page for each project. We
want the project leaders to be able to read-only copy the template source
(from a different trac project) and paste it into their own (where they
have the rights).

BTW, trac-hacks seems to be inaccessible right now for some reason... so
didn't check there yet.
