Hi, You can use 'trac-admin /path/to/project/" to add or remove the components, version, severities and to all kind of administrative tasks. (type help in the trac-admin prompt)
You can also install the WebAdmin Plugin (http://trac.edgewall.org/wiki/WebAdmin) But you're right, I didn't find the trac-admin doc! Perhaps someone should add one.
