you thoughts about such a system are rational, I have similar ones for
personal an client needs:

you possibly underestimate the effort.

mostly, this would become an integrational task.

you can follow this project (will be shortly licensed), which has a
similar goal to this you've describe:

It will most possibly use TurboGears (as Django has not passed the
audit):

There is a possibility that trac can be enhanced to become an full
application framework itself, thus other frameworks (like Django /
TurboGears) will not be needed (I'm still reviewing this).

yes, of course it's doable, but as said, it's more an integration work
and a quite complex one.
