Just a quick note, you can use keywords to indicate if something is a  
plugin (vs. a macro or an bigger webapp-ish thing, a la bitten). Just  
add keywords="<stuff>" in your setup() call in setup.py. I usually  
use "trac plugin" at the very least to identify plugins.
