For some reason reinstalling the Debian mod-python package disabled  
python altogether, however, I managed to resurrect it with:

apt-get install python-subversion libapache2-mod-python python- 
clearsilver

and manually re-enabled the python module:

a2enmod mod_python

Now my 0.9.6 install is working with svn.

I've not seen any 0.10 packages for Debian as yet, and I've had my  
share of Trac install nightmares not to want to try and do it  
unpackaged again.
