I don't know if this is OT or not, but the DbAuth plugin coupled with a (now
very dated) UserDirectory patch on Trac ticket #2456 allows you to assign a
ticket to a user that is in the Users table of the DbAuth plugin.  The users
are not required to visit the site and set up a session before getting a
ticket assigned to them.  They just have to be present in the Users table.
