Do you mean, if I don't specify an assignee?  An owner is associated
with a component, so by selecting a component I would automatically
also select the owner of that component.  This is selected independent
of the Assignee selection.

We have notification turned on with "always_notify_owner = true".  Who
is the owner in this case:  The component owner (defined in
Trac-Admin), or the Assignee?

So then, the notification owner is the user selected in the "Assign To"
drop-down menu??

I would like clarification on who is defined as the "owner" when a
notification is sent.  We don't want duplicate notices sent to the same
person if that person is both the component owner AND the assignee.
