Well, the notification subsystem has been reworked a bit for 0.10, but the events that trigger notifications have not been changed much from 0.9. r3808 still exists in the latest 0.10 branch, however it has been tweaked so that it does not apply if the updater is also the owner or the reporter. To revert back to the r3808 exact behaviour, just make sure that "filter_out" variable always evaluates to "True" (it's a two line change).
