Same thing happens if I use two separate locations. It was the first 
thing I tried. If you see the original start of the thread, I use 
explicit location directives.

  <Location "/trac/server/login">
     AuthType Basic
     AuthName "SERVER"
     AuthUserFile "d:/frasv001/cfg/trac/auth/server.htpasswd"
     Require valid-user
  </Location>

<Location "/trac/p2/login">
     AuthType Basic
     AuthName "P2"
     AuthUserFile "d:/frasv001/cfg/trac/auth/p2.htpasswd"
     Require valid-user
  </Location>

I'm stumped!
