Also.... I tested it again using .10-stable. r4363, and it still does
not work.

Fortunately for us, it is not a show-stopper to not use the Subversion
fine-grained permission authz file, because all of our users are
authenticated in the Apache passwd file and all are equally able to
browse the whole repository..... at least, at this time.  If we ever
decide to restrict browsing to certain users in certain directories,
then it will become an issue.
