Not only if these fields contain a valid address. User 'xyz' can
receive notifications if '[EMAIL PROTECTED]' exists. [see use_short_addr
and smtp_default_domain settings]

You can also ask your user to fill in the 'email address' field in the
"settings" page, so that user 'xyz' use whatever email address he owns
to send notification. No plugin required.

No, you can't : each user needs to enter his email address (once) in
the Settings page.
You can tweak the Trac DB if you want to preload these addresses -
search the ML archive, this topic has been answered few weeks ago.
