I edited wiki.css directly with good results. Then I restored the  
wiki.css to its original condition and put the customizations into  
site_css.cs as recommended. For some reason they are now being ignored.

Furthermore, I added some test content into site_header.cs and  
site_footer.cs which is also being ignored. Any idea on why this  
could be happening?

I am using Trac 0.10, I'll upgrade to 0.10.3 to see if the problem  
continues.
