What are you saying, that you have both 0.10.3 and 0.10.2 installed,
and that when you type "tracd" it starts up the 0.10.2 version? 

If that's the problem then you could do "which tracd" and see what
path is being found. In my case it's /usr/bin/tracd.  Of course, I
only have one Trac installation, not two. 

Assuming you have two tracd instances, you can just delete the one
you don't need.  OTOH, if you have only one, and it's starting up the
wrong version of Trac, perhaps you can edit tracd to point to the
right instance.
