Hello Charlie,
I'm running Trac 0.10.3 under Windows 2000 / IIS 5 and it's works fine.
I had some trouble in setup but all help I needed is the Trac web Wiki,
specially http://trac.edgewall.org/wiki/TracOnWindowsIis6 and
http://trac.edgewall.org/wiki/TracOnWindows.
