Also you can add permissions to 'authenticated' (I think it's
authenticated..) and that's a group for all users that are logged in.  So
things applied to it apply blanket to all users.

Users/passwords (credentials) are not managed by Trac. It's a web
server task (except if you use the standalone daemon tracd, or a
custom authentication plugin)

You need to use trac-admin to add permissions to each user (or group of
users).
