(I realize this is OT, and I hate to make an OT as my first post, but
... it's an answer...)

>From what I understand from the CentOS IRC channel chatter, it's not
included because due to ClearSilver's config scripts not working on
x86_64 without some hairy patches, from RH's point of view Trac only
runs on i386 right now. RH's policy is to not support arch-specific
software if they can avoid it, so having ClearSilver as a dependency
knocked Trac out.

As a general guidelline, if you see something in Fedora 5, it will make
it into RHEL 5. If you don't see it in Fedora 5, the chances of it
being in RHEL 5 are limited.
