Each user can define its own email address in the "Preferences" panel. There is currently no way for an administrator to populate email address of other users. This means that each user should define his email address once. However, you may want to search the ML archive as this request has been asked a couple of times, and some Trac users have posted some hints to populate email addresses in the Trac DB directly from the SQL command line interface.
