I guess you're referring to
http://trac-hacks.org/wiki/EmailtoTracScript (this is a script, not a
plugin BTW).

I don't think it can help: the script needs to run on the same machine
as Trac server, and needs a MTA (sendmail, postifx, exim, ...) on the
same machine as well.

Maybe a solution with such an environment would be to install
cygwin+exim, and configure Exchange to forward emails for a dedicated
address to the exim local server.
