The browser button does no appear. By independant read access, I assume you mean can I do an svn operation using a file:// url from the same user that is executing trac. Unfortunately, I can't test that directly, but what I can say is that trac and subversion are both running and owned by the same user, so I think that is that answers your question.
Is there some way that I could test for independant read access?
