How is it that you were not given a choice of choosing the location? When you run trac-admin you specify the location of the trac environment. So you could have just as easily said: /var/trac as /var/lib/pgsql/data. Believe python when it says that it's a permissions error. My guess is that due to permissions on the parent directories somewhere in /var/lib/pgsql/data you aren't able to read the VERSION file.
