Ticket 4560 has some insight into the problem: http://trac.edgewall.org/ticket/4560. I've tried a few of the suggestions near the end and have managed to make the problem less severe, but it still persists. I haven't tried forcing basic auth all the time, but that's also not an option in my environment (users need to be automatically logged in or they just won't use it).
