I guess what I need to do is adequately describe the problem... and I have done a poor job of it.
What I describe above is not fully the issue I'm having. My http:// and all subsequent Trac/SVN projects under it work fine and the permissions are appropriately checked. What DOESN'T work is that when https:// is used it only checks first to allow you to see the projects index view, but does NOT check appropriate permissions when people select a project to view, they are not prompted by a username/pswd and some are getting in areas they should not have permission to see!
