I would say that this is not easily feasible - whereas it should be - but I may miss something.
With 0.10.x series, I think you can change the site config file which is created when Trac is installed, so that the wiki default directory option points to an empty directory. This way, when a new project is created, no default wiki pages would be imported in the project DB. With the upcoming 0.11 release and the use of setuptools, this seems not even possible. I hope I missed something obvious, or Trac needs some enhancement here. Keep in mind that you probably do not want to remove ALL of the wiki pages: for example, RecentChanges and TitleIndex are important pages. It might be worth filling a ticket (if none exists...) to improve the current status, as I think it should be possible to create an almost empty wiki space within a new project.
