I think the best solution depends on the goals. For example, editing ld.so.conf (and rebuilding ld.so.cache) will affect the whole system. Beside the fact that this does not work for all systems, even not for all flavours of *nix. Setting the environment within apache's config is plattform independent and will leave the system's configuration untouched. YMMV, of course.
