See the email2trac script at trac-hacks.org. I think you are talking about
having an email address which peopl can email bug reports to and have them
entered into the system. This script works quite well for that.

In addition to the per-projct stuff people have mentioned, take a look at
the PrivateTickets, HideVals, and SimpleTicket plugins (all on
trac-hacks). Between the three of those you should be able to control the
ticketing system in almost any way you need.
