So I got some errors when attempting to patch the file. First was an
assertion error and I thought it was from having LF instead of CR-LF as
stated on the Cygwin page. I used the --binary option and it got further
but still no dice. Here are the errors:

C:\Program Files\Python24\Lib\site-packages>patch --binary -p0 <
trac-0.10.3-report-plugin.patch
patching file trac/ticket/report.py
Hunk #1 FAILED at 32.
Hunk #2 FAILED at 131.
Hunk #3 FAILED at 386.
Hunk #4 FAILED at 412.
4 out of 4 hunks FAILED -- saving rejects to file
trac/ticket/report.py.rej

Not sure if this will work, but can someone who just has the Report
Patch installed on 0.10.4 send me their report.py file? This seems to be
my last hope unless someone has another idea.

Yes it is available w/ Cygwin or as a standalone tool
(http://gnuwin32.sourceforge.net/packages/patch.htm)
