I am also using 10.4 on windows. My notes from installing this say:
 1. Download account manager plugin.
 2. Apply the patch described at http://trac-hacks.org/ticket/1392. This fixes 
a bug that prevents you from logging in at all.
 3. Apply the remember-me patch at http://trac-hacks.org/ticket/131
 4. run 'python setup.py bdist_egg'
 5. Copy the resulting egg file to the plugins folder of your trac project.
 6. Configure account manager as described at 
http://trac-hacks.org/wiki/AccountManagerPlugin
