No, it's simply a "common" issue with tickets ;-)
For some reason, your SMTP server fails to serve the notification
requests, and as notifications are implemented as synchronous calls
within the ticket request processing, the web server can't provide the
updated ticket page to your web browser

Now you need to diagnose the issue w/ the SMTP server (after having
check the SMTP parameters in the notification section ;-))
