Hi Noah, not quite sure what you mean here.  Could you elaborate?

I was under the impression that a global default_timezone setting was in effect 
when you're talking about Trac from before 0.11 since the timezone settings 
patch wasn't really integrated into the product until recently (based on what I 
can tell from the archeology).  Is that not the case?  Specifically for 0.9.6, 
what would one do if you wanted to either globally set the timezone 
specifically or (if there is a per user patch - that either didn't exist at all 
until recently or was removed from trac-hacks because it became an official 
part of the build) use a per-user type of setting?

I don't have privileges to change the timezone on the machine itself.  I only 
have access to my individual trac environments on this shared server, and the 
ability to upload eggs into the plugins directory.
