Idea seems to be that there is some kind of "ping" action inside trac that can fetch mail from local/pop3/imap mailbox. So in theory those four plugins together might work fine. But it requires something to ping Trac at reqular intervals, then it fires up scheduler, that in turn runs jobs defined in it - mainly used in that article to pickup email from remote mailbox and baking Trac ticket from it.
