Not to discourage, but there's a reason most people turn that off.
It's annoying.  People should be allowed to open a link in a new
window or tab if they wish, and not do so if they do not wish.  There
are few examples I can think of that are otherwise (and even then,
they're things like the "pop out" button in Gmail, where that behavior
is expected).
