Actually, if you use the latest trunk you should lookup the page that
is in progress for 0.11 version:
http://trac.edgewall.org/wiki/0.11/TracInterfaceCustomization#ProjectList

This has changed with 0.11 and setuptools, as there is no longer a
global templates directory to lookup - so you have to put it
somewhere, and let Trac know where it is (see the page for info).
