If Trac is configured to use real email address, cleaning up the
database as suggested by john works. However, if it is configured to
use the logins as email addresses, there's nothing you can do about it
from Trac: as long as the login account exist in the DB, Trac can use
it to send emails.

This could be an enhancement, yeah. Feel free to create a new ticket
to request this feature.
