Well, I think the difference between going from 0.10.1 to 0.10.4 and going from 0.9 to 0.10 is that the issues fixed for the larger releases are much more important changes. The changes going into the bugfix releases, on the other hand, are likely all small things to fix minor bugs. I haven't run 0.10 in a long time, so I hardly remember what it was like, but 0.11 moves away from ClearSilver templates, which is nicer with plugin development and eliminates a dependency, introduces the workflow stuff, which is nice, and makes the WebAdmin a part of core (though it was available as a plugin for 0.10). So I really like the fact that 0.11 is finally stabilizing (there have been some big API changes in the last couple of weeks that were blocking a release).
