I got tired try to deal with the .BAT mess, so I'm using regular shell scripts (Cygwin) with tiny .BAT wrappers on top of them. You can find some ideas from http://eire.dyndns.org/svn/bosque/vendor/trac-hooks/svnstubs (or http://eire.dyndns.org/trac/bosque/browser/vendor/trac-hooks/svnstubs)
