I have the exact same problem as you, and have tried everything you have said, to no avail. FF2/IE7 with both same results: no radio button to switch mode. The symptoms are the same, the css loads etc, but the JS does not. I restarted Apache, unset htdocs_location and so on. Apache 1.3.x, Trac 0.10.4, TracWysiwyg 0.2-r2820 installed via easy_install and enabled in trac.ini.
