We have some safe-critical systems files in our company and we want to
make then kind of read-only unless they are associated with a ticket.

Is there a nice way we could set some files in the subversion
repository so it would be necessary that they where listed in a
ticket, assigned,... , and, only then, it would be possible to commit
them.

I thought about using a custom field in the ticket for listing files
and writing a pre-commit hook script for accessing Trac's database and
searching for each changed file(if necessary) before finishing
transaction.

How does it sound to you?
