I divide large tickets up into multiple tickets and add them to a roadmap
milestone.
If you want to put some kind of ordering into the tickets I use the master
ticket plug-in from Trac-Hacks:
http://trac-hacks.org/wiki/MasterTicketsPlugin to put in place blocking and
blocked by ticket numbers.
