[Trac] Disabling a plugin for one project when that plugin is enabled in the shared config file

Is there any way of over-riding the shared config file? I have a couple of dozen projects, and need a few plugins in all of them, except I don't want only 1 of the plugins in 1 of the projects.

Any ideas?
