under debian, such a script comes with the subversion package in /usr/
share/subversion/hook-scripts/

i can't find it in subversion sources repo though :S
http://svn.collab.net/viewvc/svn/branches/1.4.x/contrib/hook-scripts/

also, the http://trac-hacks.org/wiki/TracSvnHooksPlugin plugin can
install it for you from the webadmin panel.
