I'm newish to Trac, so take this with a grain of doubt.. :)

I'm finding that some changes to the trac.ini file need either a web 
server restart to take effect, or lots of refreshing before the changes 
kick in.  Sometimes the refreshing is as simple as going to the root 
wiki page (home?) and then navigating back to where you'd expect to see 
the link.  (For me this was the case with the web admin plugin...)

Maybe even just closing the browser and reopening it will do the trick?

If none of this works, well, then the problem is beyond my knowledge 
right now.. sorry.. :)
