It does both (kind of).

When you visit /tasklist, you get an interface very similar to the query 
interface. Main difference are:
  * Not as many colums displayed by default
  * The "Summary" column shows the ticket summary, or the "Action Item" 
field if said field is populated.  This allows you to see what "the next 
  step" for that ticket is.
  * There is a row right about the column headers that can be used to 
quickly enter a ticket.  Generally speaking that includes a summary, and 
a priority.  It's a way of getting ticket into trac quickly.

If you do not see these things, then perhaps it's installed incorrectly.
