Correct - and I do not see a reason for dropdown lists in Cc. Normally, you have a pretty small and well defined list of users (say: engineers, support people...) that can get tickets assigned. OTOH, you may want to Cc other people, as you do. But this can be nearly everyone, and therefor, it would be useless in most cases to have a fixed list for Cc fields.
