Start at the beginning.. Remove everything related to running Trac
and start again.
First of all install Trac. Do not attempt to install any add-ons,
plug-ins, extensions, macros, patches or anything of this type.
Learn how to install Trac with Apache.
Learn how to set up a trac environment.

instructions they are woefully out of date)
Learn how to configure authentication.
http://trac.edgewall.org/wiki/TracModPython
Learn how to configure user permissions using tracadmin.
http://trac.edgewall.org/wiki/TracPermissions
If you've done these items correctly, you should now be able to login
as TRAC_ADMIN User and access the WebAdmin interface.
Only now do I recommend you attempt to install any plugins. I would
recommend starting with the iniAdmin plugin and then the
AccountManager.
