This would actually be a place to use a workflow action (ITicketActionController). Unfortunately the workflow system doesn't have hooks for creation, so ITicketChangeListener is probably what you need right now, specifically the ticket_created callback. In that you would look at the ticket object (an instance of trac.ticket.model.Ticket, see http://trac.edgewall.org/wiki/TracDev/DataModels) passed to you, and possibly create and save a new ticket object. Be careful to not allow for infinite recursion though, as this will do Very Bad Things.
